The argument is that the Amendment specifies that both be true. Is it possible to be born in the United States but not subject to its jurisdiction? If so, then those people would not automatically be citizens. If a foreign diplomat has a child in the US while serving in their official capacity, would that child be a US citizen? If not, then a case could be made that an illegal immigrant who has a child in the US would not be a citizen.
Or rather, the child of that illegal immigrant would not automatically gain citizenship merely by being born in America.
Decades ago I was friends with a guy my age (24ish?) who was brought into the country as an infant. He grew up here, but was very fluent in Spanish, so wouldn’t be completely lost if deported. By now, I figure he has kids. Should they also face deportation? If not, do they get citizenship, or do we now have generational slums of second class people?
Not giving automatic citizenship would definitely have negative incentives, but unless you assure the border is actually secure, you will end up with barrios of second class people with no where else to go, brimming with resentment.

I have annual safety inspections but emissions aren’t required in my county.

Emissions tests are a legitimate function of government, and I personally saw the air quality improve on the Front Range in CO from when I was a kid. I have never dealt with safety inspections, but they sound onerous and petty.

In my internal compass, I’d want to see the work they’ve done behind bars to show their value to the world before they’re given a chance to be set free. Compounding that, I don’t see the benefit in keeping them locked up. I also don’t like showing clemency. However, in my perfect matrix, this Venn diagram would be perfectly suited for every inmate, and it certainly isn’t.
I have no problem with them being in prison til they die. From the little I *do* know, I find them unlikely reprobates. Meh? Complicated case, IMO.

However, at ~30 years since the murder, I see the idea of ‘Oh, we can return to society after penance’ claim. Not in favor, but with prisons, and the idea that most people incarcerated are only in for a brief spell, there’s something to showing folk that people really can be ‘rehabilitated.’
There should be more vocational rehab and other programs to get the formerly imprisoned an easier path to employment. Otherwise, a year-stint is a life-sentence to sub-class standard. (Dammit. Yes, often those folk need to be put on a permanent Watch List, as it were, but for most criminals, esp of the sort that (most of us?) agree shouldn’t be a crime in the first place, permanent criminal status does no good to anyone.
Lock ’em up forever for penny theft? Complicated shades lie within.
