Mahmoud Khalil is an immigrant who fraudulently obtained a visa by omitting information on his application. The ruling is highly technical and is only binding within the Third Circuit (PA, NJ, DE). As best I can figure, the decision says that Khalil, and similarly situated individuals, can only go to federal district court after they’ve exhausted all remedies in immigration court. Khalil can now ask that his case be re-heard before the entire Third Circuit (en banc), but they don’t have to grant re-hearing.
