Mahmoud Khalil is an immigrant who fraudulently obtained a visa by omitting information on his application. The ruling is highly technical and is only binding within the Third Circuit (PA, NJ, DE). As best I can figure, the decision says that Khalil, and similarly situated individuals, can only go to federal district court after they’ve exhausted all remedies in immigration court. Khalil can now ask that his case be re-heard before the entire Third Circuit (en banc), but they don’t have to grant re-hearing.

The State AG a few days after the shooting said the shooter shouted a variety of things in an attempt to sow chaos. Some local outlets reported that the shooter was a former employee who had been fired.
