No. The lending and the debt instruments created are distinct from the underlying assets.
The financing for the large firms buying single family properties isn’t going through those programs.

Sensei is right that these are separate groups, but depending on who such legislation is written it may royally screw up the mortgage industry. You are going to need to have significant exceptions to any rule against institutional purchases of single family homes or you end up banning banks from buying the foreclosed property at the sheriff’s sale, which is very important in terms of securing mortgage loans. Without the ability to set a floor at the auction by bidding themselves banks face very real losses, which will inevitably translate into much higher mortgage rates.

I don’t see much actually happening as a result.
The small landlord issue is another problem. No matter how you define an institutional investor you are effectively drawing a line that says this many houses but no more. If you draw that line low enough you end up either denying small landlords necessary liability protection or dictating a hard limit to their ability to grow their business. If you draw it higher you create an easy work around for the companies you are targeting with the law. Namely they just create a multitude of subordinate entities each holding Limit-1 properties.
It is almost as if interfering with the market inevitably creates a host of unforeseen problems and should be avoided. I absolutely despise companies like Vinebrook, they treat tenants like dirt, use their ability to borrow at lower rates to outbid smaller investors, then maintain their properties very poorly and perform minimal tenant screening, which drives property values down anywhere they own houses. So yes, they absolutely are a problem, but likely a self correcting one since that business model translates into: Buy houses for more than the actual market value (as investment properties), run them poorly to save money on maintenance an management, and end up with properties that have declined in value and with the tenants no one else will take.
Is there a way to do this more on the carrot end than the stick? And by that I mean not creating a law, but closing the door on gov’t investing in companies who do this?

Ending the Fed, get us on a stable currency, and the regime of artificially low interest rates that make this ‘profitable’ for big players likely changes. Scattered site single family housing has always been a small landlord arena because it doesn’t offer economies of scale on the management and maintenance end which favors hands on entrepreneurial investment over big institutional investment. The low cost of borrowing allowed the big players to get a theoretically acceptable ROI despite those issues, and the overall issues limiting new construction gave them appreciation that at least on paper made paying retail prices for houses viable. That appreciation has now stalled out at least for the time being. Possibly because the institutional investors are realizing that their advantages don’t actually overcome all the issues and are slowing their purchases already. I retired this year so I am not seeing this up close any more, but there were signs last year that some of the institutions were backing away.
Eliminating the mortgage tax deduction would be a start.
Doing the same for businesses would be great too. Too much of the economy is propped up on a house of cards that is lending. Let businesses save without tax penalty so they can pay cash for that new building or equipment.

The problem with basing things on what Trump says, especially words like “codify”, is that because he did not come up through the ranks of gov’t he might not use words in the same way as someone who did. Codify, to him, could be anything from working on a constitutional amendment, to getting Johnson to say “cool, I like this.”

Thanks to the Supreme Court, there’s a 200 mile (~322 km) zone around every border that ICE can stop and check anyone. From memory, I don’t think it applies to international airports.

However, principles don’t pull triggers. In the specific case, the triggered was pulled by Michael Byrd. Michael Byrd was a documented fuckup. Michael Bryd had a documented history of provoking/escalating violence. Michael Byrd has a history that includes at least one prior bad shoot.
Michael Byrd was not alone. I wasn’t there, but other cops were there. Cops without histories of wrongfully shooting or using violence against people that pissed them off. Those non-fuckup cops chose NOT to pull the trigger. Why would you ever conclude that the known bad/violent cop was the one who made the correct decision?
