Michele Flynn of Hillsborough nearly had a heart attack when she saw her recent property tax bill. After the town’s revaluation of her property in 2025, she learned earlier this year that she would be paying $4,000 more in property taxes.
“Where am I going to get this?” Flynn said. “It’s scary.”
I spent a bunch of time earlier today looking through property tax records and what I could find of Hillsborough, NH’s town and school budget.
I found her property tax records. She paid about $4K total on her last tax bill which was lower than her previous tax bill. Her valuation barely changed (slightly up) in the recent revaluation. The state DRA might have released new tax rates based on the new valuations, but even if they did, the next tax bill with the new rates based on the new valuation won’t come until later this year. Based on what I could find of the current approved town and school budget, municipal and school spending is up so the tax rate will be higher assuming total valuation for the town stayed the same.
Should have included the previous tax bill. It is about $4.5K.

I was curious and looked up the demographics. It seems like the place’s population has been propped up by an influx of foreign born to begin with. 20% of it is foreign born right now, though mostly white European stock.
The income per capita is 27k and the poverty rate is 27.5%.
I’m not a city person. Haven’t been to the NE in 20+ years to begin with. But if people buy homes to gentrify certain other neighborhoods, why the fuck not here?
I mean, I’m guessing there’s reasons. I don’t know the geography or how disconnected it is from the places young people want to live or the economic hubs.
There is a pitch to made to rehabilitate some of these towns for younger family-oriented couples looking to bust out of high-priced urban centers, but it’s got to a bit sweeter than what is shown here.
A lot of upstate NY is pretty country, and offers a lot of outdoor things to do.
It would take a pretty savvy marketing plan to make it happen though.
I worked with an agency that had a Upstate NY tourism account that was looking for relocators. We designed installations in NYC, Philly and Boston that featured fun stuff like a kayaking machine, fresh air vending machines, etc. Not sure if they ever implemented any of it.
I would, like I say above, get it working towards an antique/art town, while pushing hard for outdoor sports: mountain biking, skiing in winter, kayaking, etc. Keep the town size the same for the feels, while making it a destination. Tax breaks for restaurants, B&Bs, open up air B&B laws, get up and coming bands, and so on.
Industry isn’t comin back, uni’s are done, but the kids in the city will come for the weekend.

There’s plenty of artsy places like that already around the Finger Lakes area. Skaneateles, for example. It can work with small towns but the bigger cities of the area are mostly beyond repair.
