Maybe having states manage federal money is a bad idea in general?
It’s looking like an even worse idea than outsourcing to NGOs through USAID. Which was colossally stupid.
The incentives are all wrong. The more program X spends, the more matching funds it gets. But the states have to pay for program administration, including antifraud work, out if their own pockets. Everybody is thus incentivized to “bring as much federal money to the state” as they can; even stolen money shows up as a plus under this system. Nobody is incentivized to stop fraud.
You know the drill: You get more of what you reward, and less of what you punish.
And all that waste and fraud gets counted in GDP.
